Efforts must be made to see to it that the husband's involvement in earning a livelihood should be such that it leaves sufficient time for Torah learning-"sufficient" in the sense that it satisfies the Torah's expectations of him-even if it means working a little bit less for a living. Indeed, whoever is machmir in this regard is praiseworthy.
Since the husband is less involved than the wife in running the household, there is the possibility that he may err and consider certain expenses necessary-thinking that they are indispensable and that they are matters that the members of his household won't forgo. Therefore, the wife, who is more involved in the actual running of the home, should explain to the husband that these matters are non-essential. She should appeal to him very strongly not to forgo matters connected with Torah and Mitzvos for the sake of trivialities.
